Introduction

The Faculty of Arts and Culture, Eastern University, Sri Lanka offers the Higher Diploma in Library and Information Sciences. The Gazette Extraordinary No. 1620/22 of 24th September 2009 defined the three-year diploma in library science from a recognized university for the recruitment of Class III librarians in the Sri Lanka Librarians' Service. As such, the Higher Diploma in Library and Information Sciences is a three-year, part-time programme.

Designed to meet the growing demand for qualified information professionals in public, school, and higher education libraries, this programme equips students with the specialized technical and intellectual competencies required for modern library management. It provides essential training for aspiring Librarians, serving as both a strong career qualification and a solid academic foundation for future Bachelor's and Master's degree studies.

Objectives of the programme

The goal of this programme is to produce higher diploma holders with current and updated knowledge in the library and information sciences who have expertise in accessing, analyzing, organizing, evaluating, preserving, researching, and presenting information found in all types of formats while ensuring information needs of users are highly satisfied and able to make use of a computerized environment to provide maximum service to users.

At the end of the programme, the students will be able to:

• Explain the concept of library and librarianship, the current trends in the library and librarianship and their application, the role of different kinds of libraries and socio-economic, ethical and legal aspects of the library.
• Explain the management principles of physical, human, and financial resources of library and information centers.
• Acquire, organize, and disseminate of information resources.
• Identify, locate, retrieve and evaluate information resources.
• Communicate effectively with users and explain the important aspects of customer care.
• Perform library related tasks in an electronic environment to provide the services to users.
• Plan and implement strategies related to the preservation of information resources and conservation of cultural heritage entities.
• Research for continuous development in the emerging LIS field.

Nature of the Programme

The programme is a part-time three-year Higher Diploma in Library and Information Sciences, which has 60 credits for three years.

The programme has the following two levels:

• Level I: The first level is a Diploma in Library and Information Sciences (Dip in LIS) with thirty credits for an eighteen-month duration.
• Level II: The second level is the Higher Diploma in Library and Information Sciences (HDip in LIS) with thirty credits for an eighteen-month duration.

Medium of instruction

The medium of instruction is Tamil.

SLQF Level

As the curriculum has been designed according to the credits and qualification descriptors of the Sri Lanka Qualifications Framework (SLQF), the Higher Diploma in Library and Information Sciences is positioned at SLQF Level 4.

Programme Delivery

The classes will be held on weekends/holidays. The teaching-learning methods for most of the courses on the programme may consist of the following methods:

• Conventional lecture with the use of audio-visuals
• Virtual lectures or webinars
• Small group discussion on given topics
• Oral presentation
• Group Activity
• Self-directed learning, independent learning, and oral presentation.

In addition to the above teaching-learning methods, some courses contain practical, exposure visits, library training/library attachment, and research as teaching-learning methods.

Eligibility Requirement

The following will be considered as eligibility criteria to register for the programme:

1. Passes in three subjects in G.C.E. Advanced Level (New System) of any discipline, obtained in no more than two sittings.
   OR
2. Passes in four subjects in G.C.E. Advanced Level (Old System) of any discipline, obtained in no more than two sittings.
   OR
3. Completion of NVQF level 4 or accredited work experience or accredited prior learning followed by a corresponding cognitive bridging programme of a minimum of 30 credits as determined by the faculty board of Arts and Culture of the University.
   OR
4. Passes in three subjects in any discipline in the G.C.E. Advanced Level (old system) or passes in two subjects in any discipline in the G.C.E. Advanced Level (new system) may be considered for admission, provided the following requirements are met.
   • Passes in six subjects at G.C.E. O/L Examination (both Old System/New System), including Mathematics and Language (Tamil or English) with a credit pass, of which five subjects should be passed in one sitting.
     AND
   • A minimum of five continuous years' working experience in the field of Library and Information Science.

இலங்கை கிழக்குப்பல்கலைக்கழகத்தின் கலை கலாச்சார பீடம் நூலகவியல் தகவல் விஞ்ஞானங்கள் உயர் டிப்ளோமா பாடநெறியை வழங்குகிறது. இலங்கை நூலகர் சேவையில் தரம் III நூலகர்களை ஆட்சேர்ப்பு செய்வதற்காக, அங்கீகரிக்கப்பட்ட பல்கலைக்கழகமொன்றின் மூன்று வருட நூலகவியல் டிப்ளோமா தகுதியை 2009 செப்டம்பர் 24 ஆம் திகதிய 1620/22 ஆம் இலக்க அதிவிசேட வர்த்தமானி வரையறுத்துள்ளது. இதன்படி இக்கற்கைநெறியானது மூன்று வருட பகுதிநேர பாடநெறியாகும்.

பொது நூலகங்கள், பாடசாலை நூலகங்கள் மற்றும் உயர் கல்வி நிறுவன நூலகங்களில் தகுதியான தகவல் வல்லுநர்களுக்கான அதிகரித்து வரும் தேவையைப் பூர்த்தி செய்யும் வகையில் வடிவமைக்கப்பட்டுள்ள இப்பாடநெறி, நவீன நூலக முகாமைத்துவத்திற்குத் தேவையான சிறப்புத் தொழில்நுட்ப மற்றும் அறிவார்ந்த திறன்களை மாணவர்களுக்கு வழங்குகிறது. இது நூலகர்களாகப் பணியாற்ற விரும்புவோருக்கு அத்தியாவசிய பயிற்சியை வழங்குவதோடு, ஒரு வலுவான தொழில்சார் தகுதியாகவும் எதிர்கால இளங்கலை, முதுகலை பட்டப் படிப்புகளுக்கான உறுதியான கல்வி அடித்தளமாகவும் அமைகிறது.

கற்கைநெறியின் நோக்கம்

இந்தக் கற்கைநெறியின் நோக்கம் நூலகவியல் தகவல் விஞ்ஞானத் துறையின் தற்கால வளர்ச்சியினை உள்வாங்கி மேம்படுத்தப்பட்ட அறிவையும் திறனையும் கொண்ட உயர் டிப்ளோமாதாரிகளை உருவாக்குவது ஆகும், இவர்கள் நூலக வாசகர்களின் தகவல் தேவையினைப் பூர்த்தி செய்யும் அதேவேளை அனைத்து வகையான வடிவங்களிலும் உள்ள தகவல்களை அணுகுதல், பகுப்பாய்வு செய்தல், ஒழுங்கமைத்தல், மதிப்பீடு செய்தல், பாதுகாத்தல், ஆராய்ச்சி செய்தல் ஆகியவற்றில் நிபுணத்துவம் பெற்றவர்களாக இருப்பர். மேலும் கணினிமயமாக்கப்பட்ட சூழலில் பணிபுரியக் கூடியவர்களாகவும், கணினி மயப்பட்ட சேவைகளை வாசகர்களுக்கு வழங்கக் கூடியவர்களாகவும் இருப்பர்.

இக்கற்கை நெறியினைப் வெற்றிகரமாக பூர்த்தி செய்யும் ஒவ்வொரு மாணவனும் இக்கற்கை நெறியின் முடிவில்:

1. நூலகம் மற்றும் நூலகவியல் என்பவற்றின் கருத்தினையும், அதன் தற்போதைய போக்கினையும் பயன்பாட்டையும், வெவ்வேறு வகையான நூலகங்களின் பணிகளையும், நூலகங்களின் சமூகபொருளாதார, நெறிமுறை மற்றும் சட்ட அம்சங்களை விளக்கக் கூடியவராய் இருப்பர்.
2. நூலகம் மற்றும் தகவல் மையங்களின் பௌதீக, ஆளணி, நிதி முகாமைத்துவம் பற்றி விளக்கக் கூடியவராய் இருப்பர்.
3. தகவல் வளங்களைப் பெறுதல், ஒழுங்கமைத்தல் மற்றும் பரப்புதல் என்பவற்றின் அறிவு, திறன் கொண்டவராய் இருப்பர்.
4. தகவல் மூலங்களை அடையாளம் காணவும், பெற்றுக்கொள்ளவும், மீட்டெடுக்கவும் மற்றும் மதிப்பீடு செய்யக்கூடியவராகவும் இருப்பர்.
5. பயனர்களுடன் திறம்பட தொடர்பு கொள்ளவும் மற்றும் வாடிக்கையாளர் சேவையின் முக்கிய அம்சங்களை விளக்கவும் அவற்றைச் செயற்பாட்டில் காண்பிக்கக் கூடியவராகவும் இருப்பர்.
6. கணினி மயப்பட்ட சூழலில் பணியாற்றவும், கணினிமயப்பட்ட சேவைகளை பயனர்களுக்கு வழங்கும் திறன் கொண்டவராகவும் இருப்பர்.
7. தகவல் மூலங்களையும், கலாசார பாரம்பரிய விடயங்களையும் பாதுகாத்தல் தொடர்பான உத்திகளைத் திட்டமிட்டு செயல்படுத்தும் திறன் கொண்டவராய் இருப்பர்.
8. வளர்ந்து வரும் நூலகவியல் தகவல் விஞ்ஞானத்துறையின் ஆராய்ச்சிகளை மேற்கொள்ளும் திறன் கொண்டவராய் இருப்பர்.

கற்கை நெறியின் தன்மை

இது மூன்று ஆண்டுகளில் 60 தரப்பெறுமான (60 Credits) அளவுடைய பாடப் பரப்பினைக் கற்பிக்கும். இக்கற்கைநெறி பின்வரும் இரு நிலைகளைக் கொண்டிருக்கும்:

• முதல் நிலை (Level I): நூலகவியல் தகவல் விஞ்ஞான டிப்ளோமா (Diploma in Library and Information Science-Dip in LIS). இதன் காலம் 18 மாதங்கள். இது 30 தரப்பெறுமான அளவுடைய பாடப்பரப்பினைக் கொண்டிருக்கும்.
• இரண்டாவது நிலை (Level II): நூலகவியல் தகவல் விஞ்ஞான உயர் டிப்ளோமா (Higher Diploma in Library and Information Science-HDip in LIS). 18 மாதங்கள். இது 30 தரப்பெறுமான அளவுடைய பாடப்பரப்பினைக் கொண்டிருக்கும்.

கற்கை நெறியின் மொழி

இக்கற்கை நெறியானது தமிழ் மொழி மூலம் வழங்கப்படுகின்றது.

இலங்கை கல்வித் தகைமை மட்டம் SLQF Level

இக்கற்கை நெறிக்கான கலைத்திட்டமும், தரப்பெறுமான அளவுகளும் இலங்கை கல்வித் தகைமை மட்ட நியமத்திற்கேற்ப மேற்கொள்ளப்பட்டுள்ளதால், நூலகவியல் தகவல் விஞ்ஞானங்கள் உயர் டிப்ளோமா வானது இலங்கை கல்வித் தகைமை மட்ட நியமத்தின் (Sri Lanka Qualification Framework) நான்காவது (SLQF 4) தகைமை மட்டத்தில் உள்ளது.

கற்றல் கற்பித்தல் முறைகள்

வகுப்புகள் வார இறுதி நாட்களிலோ அல்லது விடுமுறை நாட்களிலோ நடைபெறும். இக்கற்கை நெறியில் உள்ள பெரும்பாலான பாடங்களுக்கான கற்பித்தல்-கற்றல் முறைகள் பின்வரும் முறைகளை உள்ளடக்கி யிருக்கலாம்:

• வகுப்பறை விரிவுரைகள்
• நிகழ்நிலை விரிவுரைகள்
• குழுக் கலந்துரையாடல்
• வாய்மொழி விளக்கக்காட்சி
• குழுச் செயற்பாடு
• சுயாதீன கற்றல்

மேற்கண்ட கற்பித்தல்-கற்றல் முறைகளுக்கு மேலதிகமாக, சில பாடங்களுக்கு செய்முறைப் பயிற்சி, களப் பயணம், நூலகப் பயிற்சி, நூலக இணைப்பு மற்றும் ஆராய்ச்சி ஆகியவை கற்பித்தல்-கற்றல் முறைகளாகக் காணப்படும்.

இக்கற்கைநெறியைத் தொடர்வதற்கான தகைமைகள்

இப்பாடநெறிக்கு பதிவு செய்வதற்காக பின்வரும் தகைமை அளவுகோல்கள் கருத்திற் கொள்ளப்படும்:

1. க.பொ.த.உயர்தரப் பரீட்சையில் (புதிய முறைமை) ஏதேனுமொரு பாடத்துறையில் இரண்டு அமர்வுகளுக்கு மிகாமல் மூன்று பாடங்களில் சித்தி பெற்றிருத்தல்.
   அல்லது
2. க.பொ.த.உயர்தரப் பரீட்சையில் (பழைய முறைமை) ஏதேனுமொரு பாடத்துறையில் இரண்டு அமர்வுகளுக்கு மிகாமல் நான்கு பாடங்களில் சித்தி பெற்றிருத்தல்.
   அல்லது
3. NVQF மட்டம் 4 ஐ நிறைவு செய்திருத்தல், அல்லது அங்கீகரிக்கப்பட்ட பணி அனுபவம் அல்லது அங்கீகரிக்கப்பட்ட முன் கற்றல் தகைமையைத் தொடர்ந்து, பல்கலைக்கழக கலை கலாச்சார பீட சபையால் தீர்மானிக்கப்படும் குறைந்தபட்சம் 30 தரப்பெறுமானங்களைக் (Credits) கொண்ட பொருத்தமான அறிவாற்றல் இடைவெளி நிரப்பும் பாடநெறியை (Cognitive Bridging Programme) நிறைவு செய்திருத்தல்.
   அல்லது
4. பின்வரும் நிபந்தனைகளைப் பூர்த்தி செய்திருத்தல்
   • க.பொ.த.உயர்தரப் பரீட்சையில் (பழைய முறைமை) ஏதேனுமொரு பாடத்துறையில் மூன்று பாடங்களில் சித்தி பெற்றிருத்தல் அல்லது க.பொ.த. உயர்தரப் பரீட்சையில் (புதிய முறைமை) ஏதேனுமொரு பாடத்துறையில் இரண்டு பாடங்களில் சித்தி பெற்றிருத்தல். அத்துடன்
   • கணிதம் மற்றும் மொழி (தமிழ் அல்லது ஆங்கிலம்) ஆகியவற்றில் திறமைச் சித்தி (Credit pass) உட்பட, க.பொ.த. சாதாரண தரப் பரீட்சையில் (பழைய முறைமை / புதிய முறைமை) ஆறு பாடங்களில் சித்தி பெற்றிருத்தல். இதில் ஐந்து பாடங்கள் ஒரே அமர்வில் பெறப்பட்டிருக்க வேண்டும். அத்துடன்
   • நூலகவியல் மற்றும் தகவலியல் துறையில் குறைந்தபட்சம் ஐந்து வருட தொடர்ச்சியான பணி அனுபவம்.
